Abstract
This Government Decree implements Regulation (EC) No. 853/2004 of the European Parliament and of the Council laying down specific hygiene rules for the hygiene of foodstuffs, Commission Regulation (EC) No. 2074/2005 laying down implementing measures for certain products under Regulation (EC) No. 853/2004 of the European Parliament and of the Council and for the organization of official controls under Regulation (EC) No. 854/2004 of the European Parliament and of the Council and Regulation (EC) No. 882/2004 of the European Parliament and of the Council, derogating from Regulation (EC) No. 852/2004 of the European Parliament and of the Council and amending Regulations (EC) No. 853/2004 and (EC) No. 854/2004, Regulation (EC) No. 854/2004 of the European Parliament and of the Council laying down specific rules for the organization of official controls on products of animal origin intended for human consumption. This Government Decree establishes special hygiene standards for processed and non-processed foodstuffs of animal origin. These Special Rules for Hygiene of Foodstuffs of Animal Origin supplement General Rules of Food Hygiene. These Rules do not apply to foodstuffs containing processed products of both plant and animal origin, except when is applicable specifically designated contrary indication. At the same time, processed products of animal origin used for the production of such foodstuffs must be supplied and dealt with in accordance with the requirements of the present Special Rules. These Special Rules shall not be applicable to primary foodstuffs for family farm consumption, for individual personal needs, selling of small amounts of foodstuffs by the producer to the end consumer, direct vending of small quantities of poultry and harelike animals slaughtered at the farm to the local retail point of sale supplying end consumer with fresh meat, and selling of small amount of game by hunters to the local end consumers. This Government Decree shall be applicable also to fresh and frozen fish products, except for molluscs. Trade of foodstuffs of animal origin shall be prohibited in case of absence of hygienic certification and control label of animal identification marking in case of trade of meat of slaughtered animals. Slaughtering shall be performed in accordance with HACCP principles. Relevant information on foodstuffs of animal origin must contain information on the origin of livestock, state of health thereof, application of drugs and medical treatment of livestock, diseases that could affect safety of meat, analysis of testing of livestock, pre-slaughtering and post-slaughtering reports of veterinary authority, data of processing facility (if indicative for the presence of animal disease) and data of veterinarian.
