Abstract
This Strategy describes the current state of affairs in the field of food safety and control in the Republic of Moldova, identifies advantages, disadvantages, opportunities and risks through SWOT type analysis, establishes a general task and specific goals, problems requiring government intervention, and establishes the necessary measures within each field, clearly defining responsibilities and deadlines. Ministry of Agriculture, Regional Development and Environment, partly sharing responsibility with the Ministry of Health, Labor and Social Protection or with other institutions, shall be responsible for regulating food safety policy. Implementation authority in this field shall be entrusted to the National Agency for Food Safety, National Public Health Agency or other central public authorities.
Food safety and public health represent priorities for each country, both for domestic consumption and for export. The fact that the country is able to identify food risks, monitor them and control throughout the entire food chain is indicator of its ability to guarantee food safety for the population of the country, as well as during trade flows of food products. National Public Health Agency with support of the National Agency for Food Safety is responsible for collecting data on foodborne toxic infections and establishing the reasons for their occurrence. At the same time, National Agency for Food Safety collects data on residues, contamination and microbial contamination through various their monitoring and surveillance programs. Data collected by two institutions are important for analyzing risks and their sources, which will allow to take appropriate preventive measures.
The vision of the Strategy is to achieve a high level of food safety and ensuring protection of consumers of the Republic of Moldova. The main goal of this Strategy is to achieve a high level of food safety and consumer interests regarding food safety through the diversity of their supply, access to external markets, especially to the EU markets.
Specific tasks: (a) strengthening the legislative and regulatory framework and standards both in the field of coordination and implementation - to ensure compatibility with the requirements of the World Trade Organization and economic integration into EU markets; (b) strengthening management, strategy and governance in the field of control of food products to ensure the possibility and the effectiveness of the institutions involved, as well as the agreed and harmonized cooperation between them in order to ensure complete food management throughout the entire food chain; (c) development and implementation of procedures based on analysis of risk both for domestic markets and for import/export, with a view of ensuring efficient use of resources and better risk management; (d) development and implementation of integrated information e-NASPP system in order to ensure prompt exchange of reliable data and electronic document flows between institutions and countries, along with expedited and transparent registration of permits for entrepreneurs of food sector; (e) strengthening decision-making based on analysis of risks regarding the possibility of verification, use of data and information in the decision-making process and strengthening the scientific base of decision-making process, including risk assessment capabilities; and (f) strengthening the roles and responsibilities of the parties, interested in food control management for ensuring appropriate understanding and competence in management of food safety throughout food chain.
