Abstract
Population health involves a complex of scientific-practical measures, legislative, organizational, administrative and other measures, the nature of which has changed over time from exclusively control of infectious diseases, environmental well-being, health and health education towards a comprehensive approach to the condition of public health. Health care is an interdisciplinary and intersectoral area that requires the participation and cooperation of all authorities and stakeholders at national and local levels.
This Strategy describes the current situation in this field, defines general and specific goals, necessary measures and actions, establishing clear responsibilities and deadlines for their implementation for all partners participating in public health activities. Cross-cutting aspects include human rights, reproductive rights and gender equality, comprehensive partnership and humanitarian assistance. The Strategy envisages the development of the national potential to ensure fair access to complex health care services.
Surveillance of risks to human health is carried out mainly by the State Supervision Service for Public Health. Public health laboratories (physical, chemical, microbiological, parasitological and radiological) study environmental factors, including those related to the workplace, food and other products. Operation of the food safety system, as well as other health activities are intersectoral, with responsibility for inspection, monitoring and application is divided between the National Agency for Food Safety subordinate to the Government, Service for State Supervision of Public Health subordinate toe the Ministry of Health and the Consumer Protection Agency of the Ministry of Economy. Current legislation and some related regulations complying with the legislation of the European Union.
Preventing and stopping the development of antimicrobial resistance can be achieved by promoting certain strategies for the reasonable use of antibiotics in the treatment of infectious diseases in humans and animals, as well as by regulating the use of antimicrobials as preservatives in food and feed used to feed livestock. The development of clinical protocols, their revision, as well as restrictions on free trade in drugs, monitoring of resistant strains, regulations and standards for the permissible concentration of antibiotics in foodstuffs are presented in intersectoral activities and will be carried out by the Ministry of Health (State Surveillance Service for Public Health, Agency for Medicines and Medical Products) and the Ministry of Agriculture and Food Industry.
Strategic goals: (a) efficiency and consolidation of health surveillance systems of the population; (b) strengthening the national system of warning, preparedness and responding to public health emergencies through a comprehensive hazard analysis; (c) ensuring health protection by increasing efficiency control of behavioral and environmental risk factors; (d) formation of a healthy lifestyle model among the population; (e) reducing the burden of communicable and non-communicable diseases; and (f) improving mechanisms for intersectoral cooperation with clearly defining the responsibilities of the health sector and other sectors.
