Abstract
Strategy of youth sector "Youth 2030" examines issues of youth well-being through the prism of the need to develop the ecosystem institutions and responsible entities coordinating their activities and establishing their interventions based on the real needs of young people. Despite the fact that the main subject of state policy is youth, the youth sector strategy sets out interventions aimed at the activities of associative structures and initiative groups of youth, youth workers, public and private institutions, government bodies as elements of implementation of the policies whose goal is the development and activation of youth.
The Youth 2030 Strategy addresses the vision, actions and impact of the following subjects: (a) young people and young families; (b) youth organizations, informal youth participation groups and initiative groups; (c) youth centers and other institutions implementing youth programs; (d) higher educational institutions and youth structures from them; (e) central, local and autonomous public authorities; (f) young workers, community organizers and teachers on the principle of “equal - equal"; (g) volunteers and organizations working in the field of volunteering; and (h) organizations from other areas working with and for young people.
Most families consisting only of young people live in urban areas, which indicates the migration of young people from rural areas caused by the lack of opportunities for education, training and employment, as well as a low standard of living. The negative consequences of migration are already being felt for quite a long time in the country's economy, in the social protection system and education. Services aimed at young people are poorly represented in rural areas.
Vision of the Strategy: the creation of a modern society is based on the participation of educated and competent young people who share the vertical values and take responsibility for qualitative contribution to the socio-economic development of the state.
The mission of the Strategy is to: (a) ensure for all youth of the Republic of Moldova equal opportunities and access to quality youth programs that promote the development of skills and the adoption of values; (b) acknowledgement by the state of the innovative potential of youth and youth organizations and the allocation of sufficient financial resources for the implementation of their initiatives; and (c) active civic participation of young people taking responsibility for their role in promoting democracy, community development and social innovation.
Introduction of the concept of gender equality and inclusiveness refers to the process by which, when developing and implementing a policy document, analyzes the positive and negative influence on women and men from various social groups. This suggests that before any decisions are made, the impact of the policy document on women and men, taking into account their social and economic characteristics. Introduction of the concepts of gender and inclusion in public policies entails a systematic assessment of needs and priorities of women and men, youth and elderly people, residents of rural and urban areas, etc. and addressing the inequalities that exist between them, so that the results planned in policy document had a positive impact on their situation.
Existing inequalities between different groups of youth determine the course of the Strategy Youth 2030 and the interventions needed to ensure equal chances for all. The interventions planned in it should ensure the integration of all young people, especially from vulnerable groups (youth from rural areas, youth with disabilities, young women, young ethnic Roma, etc.). At the same time, each action is assessed from the point of view of impact and how different groups of youth, in particular vulnerable ones, have benefited from appropriate action.
