Abstract
The National Development Strategy (NDS) “European Moldova – 2030” is a national policy document of a long-term strategic vision, which determines the directions of development of the country and society and adapts to the national context the priorities, goals, indicators and objectives of the international obligations assumed by the Republic of Moldova, in particular the Association Agreement between the Republic of Moldova, on the one hand, and the European Union and the European Atomic Energy Community (EURATOM) and their member states, on the other, and the obligations arising from the status of the country-candidate for accession to the European Union, including the 2030 Agenda for Sustainable Development. In the NDS, the Government sets national priorities, and its structure and elements provide the basis for developing a national strategic planning framework, defining the appropriate vision, priorities, goals and directions for action over the long-term period. The development of the Republic of Moldova, the most important parameters of quality of life are: income, living conditions, education, culture, health, social solidarity, respect for human rights, trust in leadership, trust in justice, human security and environmental quality.
Improving the quality of life shall be based on the following key elements that place human interests at the center of public policy processes, reforms and development processes, ultimately aimed at improving people's living standards and strengthening demographic sustainability, namely: (a) transparent, inclusive and effective governance at all levels; (b) fair access to justice; (c) innovative technology entrepreneurship; (d) public health and safety; and (e) sustainability of natural resources through their responsible use, reducing the impact on the environment to a minimum.
In accordance with the commitments in the field of sustainable development, the following strategic goals must be achieved by 2030: (a) a 50 percent reduction in absolute poverty and poverty in all its dimensions, in accordance with national and international thresholds set for men, women and children of all ages, with a focus on the most vulnerable groups; (b) increasing agricultural productivity and incomes of smallholder farmers through secure and equal access to inputs, knowledge, financial services and markets, taking into account the population's dependence on the agricultural sector, as well as the large untapped potential of this sector; (c) stimulating productivity growth through diversification, technological modernization and innovation; (d) eradicate forced labor, human trafficking and child labor; and (e) ensuring an appropriate national policy framework based on poverty- and gender-sensitive strategies and respect for human rights.
