Abstract
This Program was developed by the Ministry of Labor and Social Protection based on the theory of change of the government policies document, ideas, initiatives, proposals of subjects, interested and active in the field of gender equality. The Program for the promotion and ensuring equality between women and men in the Republic of Moldova for 2023–2027 is in line with the aspiration for European integration, based on the promotion of the principle of equal opportunities between women and men, girls and boys. This Program envisages a significant increase in gender equality in areas such as health, education, labor market, entrepreneurship, social protection and local development, ensuring a level of ambition and sustainability consistent with the needs, expectations and obstacles existing in the Republic of Moldova, in the context of a genuine equality and equity between women and men, girls and boys. Ensuring and achieving gender equality involves structural changes and professional cohesion at the level of central and local public authorities, the private sector, scientific circles and the associative sphere, as well as the contribution of civil society and interested partners.
The areas of intervention covered by this Program are: (a) expanding services to support carers by improving social protection; (b) reducing the gender gap in pay for equal work or work of equal value; (c) eradication of stereotypes regarding the employment of men in feminized areas; (d) reducing the gap in decision-making at the local and central levels, including among underrepresented groups of women or their groups/organizations; (e) ensuring wider participation of relevant authorities and institutions in the development and adoption of sectoral policies, instruments and measures aimed at eliminating structural gender inequalities, and their effective implementation; (f) improving the existing regulatory and institutional framework, including by establishing performance indicators in budget programs that take into account gender issues; (g) promoting gender equality in the humanitarian aid sector (humanitarian crises); and (h) equal access to quality services in the public and private sectors.
Due to the implementation of the main goals of the Program, the following results are expected: an increase in the number of initiatives implemented locally related to gender equality, uniform and effective application of decisions approved by the Government Commission for Equality between Women and Men, expanding services related to caring for family members, improving legislation on equal rights approach, specific measures to promote gender equality, reducing the gender pay and pension gap between men and women, combating inequality and violence against women, ensuring greater participation of women in the labor market and economic independence of women and men, development of activities for empowering women through targeted programs and initiatives.
