Law No. LP136/2017 “On government.”

This Law establishes the procedure for the organization and functioning of the Government, its areas of activity, its competence, structure and legal relations with other public authorities. The purpose of this Law is to create the necessary legal framework to ensure the activities of the Government, based on the principles of the rule of law, democracy, market economy and respect for human rights. The Government is a public authority representing and exercising executive power in the Republic of Moldova. The government ensures the implementation of the domestic and foreign policies of the state and provides general management of public administration. The government operates in compliance with the following principles: (a) legality; (b) separation and interaction of powers in the state; (c) continuity; (d) collegiality; (e) collective and personal responsibility of members of the Government; (f) efficiency; (g) financial stability; (h) protection of human rights and freedoms; (i) promoting and protecting the interests of the state; (j) transparency and access to information; and (k) ensuring stakeholder participation in the decision-making process. The Government operates in the following areas: (a) economy; (b) foreign affairs and European integration; (c) health care, social protection and labor relations, family; (d) justice and civil protection; (e) territorial reintegration; (f) public finance; (g) education, science, innovation, youth; (h) regional development, territory development; (i) environmental protection and natural resources; (j) agriculture, rural development and food security; (k) energy security and energy efficiency; (l) public administration and public services; (m) protection of consumer rights, quality of products and services; and (n) reporting, accounting and statistics. The Government ensures the implementation of administrative control over the activities of local public administration bodies. This Law contains VIII Sections divided into 47 Articles. Section I lays down general provisions. Section II establishes competences of the Government. Section III regards investiture, execution and termination of powers of the Government. Section IV defines the status of the members of Government. Section V regards organization of the functioning of the Government. Section VI regards government acts. Section VII regards government relations with other public authorities. Section VIII lays down final and transitional provisions.
