Government Resolution regarding organization and operation of the National Agency for Youth Programs and Activities regulates the mission, areas of activity, functions, main powers and rights of the National Agency for Youth Programs and Activities, as well as the organization of its activities. The Agency is an administrative body under the Ministry of Education, Culture and Research, established for the purpose of continuous training and improvement of personnel, programs, activities and services in the field of youth, as well as for the purpose of their implementation, accreditation, monitoring and evaluation. The Agency cooperates with central and local public authorities, youth centers and organizations, government agencies responsible for working with youth, and with decentralized territorial public services, with international organizations and civil society. The Agency's mission is to ensure the implementation of state policy in the field of work with youth, youth programs, youth services, human resources, working methodologies and research in this area, as provided for by the regulatory framework within its limits. To implement its mission, the Agency performs the following main functions: (a) develops methodologies and applies the necessary working tools for implementation of national policies and programs in the youth sphere; (b) organizes and coordinates the process of monitoring and evaluating services for youth, provided by youth centers and youth work institutions; (c) participates in the process of developing a curriculum for professional training and improve the qualifications of youth workers and manage the process of their training; (d) ensures the study and conduct of research, and also collects and analyzes youth statistics; (e) participates in the development of the regulatory framework in this field and in bringing it into compliance with European and international practice; (f) submits, through the Ministry of Education, Culture and Research, proposals to the government to bring its policies into line with the situation and needs of young people and making recommendations for interested institutions and organizations to act on the demands and preferences of the youth sector; and (g) develops infrastructure to support the youth sector and promotes the development networks of youth service providers, including in partnership with local public administration and the associative youth sector.
