This Law implements Directive 2012/27/EU of the European Parliament and of the Council on energy efficiency and Directive 2009/125/EC of the European Parliament and of the Council establishing a framework for the setting of ecodesign requirements for energy-related products. The purpose of this Law shall be to create the legal framework necessary to promote and improve energy efficiency through the implementation of energy efficiency action plans, the development of the energy services market, and the introduction of other energy efficiency measures. It regulates activities aimed at increasing the efficiency of both production and use of energy, improving the country's energy security and reducing the negative impact of the energy sector on the environment by reducing greenhouse gas emissions. This Law consists of VIII Section. Section I lays down the general provisions. Section II sets national objectives and policy measures in the field of energy efficiency. Section III establishes administrative competence. Section IV regards energy efficiency in the process of energy use. Section V deals with energy auditing and energy services. Section VI regards energy efficiency in the field of energy supply. Section VII establishes liability for breach of energy efficiency legislation. Section VIII lays down final and transitional provisions. The main principles of the field of energy efficiency shall be as follows: (a) promoting energy efficiency, in particular by supporting energy efficiency programs that include the introduction of advanced energy technologies such as cogeneration and trigeneration, the distribution, transfer and use of energy and fuel, through the adoption of international energy efficiency standards for installations, buildings, devices and equipment, as well as monitoring the application of these standards; (b) promoting private initiative and encouraging the emergence of new energy service providers; (c) supporting cooperation between energy market participants in view of the achievement of the objectives of the state policy in the field of energy efficiency; (d) ensuring transparency in the activities of public authorities and public institutions with powers in the field of energy efficiency; (e) training of officials on the implementation of energy efficiency measures; (f) the creation of the necessary prerequisites for the development of technical capabilities for the provision of energy services, including energy audits and energy management, through the organization of training courses and the introduction of qualification and registration schemes; (g) public awareness of public policies on energy efficiency; (h) engaging civil society and its involvement in decision-making and implementation of energy efficiency measures; and (i) cooperation with other countries, including within the framework of international organizations, in order to promote advanced technologies, the introduction of scientific achievements and best practices in the field of energy efficiency. The state policy in the field of energy efficiency is an integral part of the energy policy of the state and is aimed at achieving the following objectives: (a) removing barriers to promoting energy efficiency; (b) introduction and promotion of technologies with increased energy efficiency, modern control and measurement systems; (c) application of modern principles of energy management; (d) encouraging end-users to use energy-efficient equipment and facilities, as well as renewable energy sources; (e) promoting energy efficiency and financial instruments for energy saving, providing financial and tax benefits in accordance with the law; (f) mobilization of investments in renovation of buildings; (g) cooperation between end-users, producers, suppliers, distribution system operators, public authorities and public institutions; (h) development of the energy services market; (i) educating end-users and increasing their awareness of the importance and benefits of applying energy efficiency measures; and (j) promotion of fundamental and applied research in the field of energy efficiency.
