Abstract
This Directive establishes a common framework of measures for the promotion of energy efficiency within the European Union. The aim is to achieve within 2020 the European Union s 20 percent headline target on energy efficiency. Further it lays down rules designed to remove barriers in the energy market and overcome market failures that impede efficiency in the supply and use of energy, and provides for the establishment of indicative national energy efficiency targets for 2020. The Directive also lays down provisions concerning the adoption by each Member State of an energy efficiency obligation scheme.

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
