Law No. 591-XIV on urban green belts.

This Law regulates relations in the sphere of development and protection of green belts of urban and inhabited areas for the purpose of creating healthy and aesthetically favourable environment. Green belts shall be considered parks, urban forests, gardens and forest belts along the roadside for protection and recreational purposes. The Act consists of 13 Sections divided into 41 articles: (1) general provisions; (2) competence of public authority; (3) rights of natural persons, duties of natural and legal persons; (4) classification of green belts; (5) management and economic activities in green belt areas; (6) creation, reproduction and care for green belts; (7) protection and conservation of green belts; (8) organization, registration and monitoring of green belts; (9) ensuring wholeness of green belts; (10) liability and dispute settlement; (11) financing; (12) international cooperation; and (13) conclusive provisions. Green belts shall carry out the following functions: (a) reduction of the concentration of pollutants in the atmosphere; (b) noise reduction; (c) conservation of water resources, protection against soil erosion and landslide; (d) harmonization of artificial and natural landscapes; (e) improvement of land use planning; and (f) recreation. Green belt areas shall include: (a) urban land; (b) rural inhabited areas; (c) recreational areas; (d) roadside; (e) forest nurseries and forest plantations; and (f) abandoned land – bogs, cliffs, promontories, cleaving stones and landslide.
