Abstract
The goal of the National Climate Change Adaptation Program until 2030 is to integrate climate change adaptation measures into development planning at all levels and in priority sectors to ensure medium- and long-term climate resilience of economic, social and environmental systems. In this regard, attention should be focused on six vulnerable sectors - agriculture, water resources, health, forestry, energy and transport. The overall goal of the NCCAP 2030 is to reduce vulnerability and increase resilience to the impacts of climate change through systemic transformations in all priority adaptation sectors.
The approach to climate change adaptation at the national level is systemic, cross-sectoral, integrated into relevant sectoral policies and focuses on updated knowledge and risk assessments for vulnerable sectors. Building on the experience of the first NAP cycle, NCCAP 2030 aims to strengthen synergies – vertically and horizontally – between climate-vulnerable sectors, avoiding duplication of efforts, optimizing resources and ensuring a coherent approach to integrating climate change responses into planning at the national and local levels. In addition, NCCAP 2030 envisages the establishment of a consolidated NAP monitoring and evaluation system based on gender-sensitive indicators to improve the collection and dissemination of data related to climate change adaptation for timely, more informed decision-making in this cross-cutting policy area.
Implementing climate change policies provided by institutions subordinate to the Ministry of Environment, namely: the State Hydrometeorological Service, the Agency for environment; Agency "Moldsilva" and Agency "Apele Moldovei".
NCCAP 2030 sets forth urgent measures to be implemented in the following priority sectors: agriculture, forestry/environment, water, public health.
Agricultural sector: (a) potential savings from reducing the harmful effects of climate change and associated economic costs, which allows reducing the necessary costs of protection from harmful effects; (b) potential income from the consolidation of primary production directly dependent on climate (agricultural and forestry products and services, water supply services, and climate-related renewable energy generation); and (c) efficient use of natural resources due to the implementation of adaptation measures.
Forestry sector: (a) long-term assessments and policies in the field of forestry; (b) determining the priority of environmental goals of the forest sector; (c) ensuring the integrity and permanence of forests; (d) increasing the area of land covered with forests and forest vegetation; (e) increasing the role of the forest sector in the sustainable development of society; (f) supporting all forest owners/owners and encouraging their association; (g) maintaining, preserving and increasing biological diversity in forests; (h) maintaining the health and vitality of forests; (i) maintaining and strengthening the protective functions of forests; (j) maintaining and increasing the productive potential of forest resources, their contribution to global carbon cycles; and (k) mitigating the effects of climate change on forests and increasing the adaptive potential of forests.
Water sector: (a) increasing the efficiency of municipal and industrial water supply systems to reduce losses; (b) increasing capacity to store and reuse water for industrial needs; (c) introduction of groundwater replenishment technology; and (d) structural and non-structural flood prevention measures (rehabilitation/construction of levees and dams, bank stabilization, wetland conservation, development of warning systems, information/training of the population about flood risk and emergency procedures).
Public health: warning, early warning, management and coping with extreme weather events caused by climate change (high temperatures, cold weather, floods).
