Abstract
This Law defines the basic principles of organizing civil protection in the country, its tasks, the legal basis for the activities of public authorities, enterprises, institutions and organizations, regardless of the type of ownership and organizational and legal form, as well as citizens, in this field. Civil protection of the Republic of Moldova is a system of national measures and activities carried out in peacetime and wartime with the aim of ensuring the protection of the population and property in case of the outbreak of natural and environmental disasters, accidents and catastrophes, epiphytoties, epizootics and fires, as well as the use of modern means of destruction. In the event of an emergency, public authorities develop and approve adequate measures and activities reflected in special plans and civil protection programs. Public authorities, in accordance with the competence established by law, are obliged to ensure accurate information to the public through the media about the degree of protection, and in case of emergency situations - about the nature of the hazard that has arisen, the actions of the population in the current situation and the measures taken for its protection. The main tasks of Civil Protection are: (a) protection of the population and property in emergency situations; (b) carrying out rescue and other urgent work in emergency situations and when eliminating their consequences; (c) organization of early and comprehensive preparation of the population and facilities of the national economy, civil protection forces to act in the event of a risk and under conditions of emergency situations. Civil protection, in accordance with the tasks assigned thereto, creates and maintains control, warning and communication systems in constant readiness, organizes observation and control of the radiation, chemical, bacteriological and fire situation on the national territory, protects water sources and water supply systems, food and food raw materials, fodder, farm animals and plants from radiation, chemical and bacteriological contamination, and the environment from contamination by radioactive, toxic substances and bacterial agents.
