Order No. OANSA387/2025 of the National Food Safety Agency validating the Notification form for the import of fertilizer products.

This Order approves the official form to be used for notifications concerning the import of fertilizing products. The Order specifies that the approved notification form is attached as an Annex. It assigns to the Directorate for control of the use and placing on the market of plant protection products and fertilizers a series of operational responsibilities. These include receiving and examining notifications on the import of plant protection products and fertilizing products; transmitting the examined notifications, together with ANSA’s decision, to the border inspection posts through which the import is intended to be carried out and informing the economic operator; and archiving on ANSA’s server the set of documents submitted, as well as keeping records of the examined notifications. The Directorate is also tasked with publishing the Order on ANSA’s website and informing importers. The Annex contains the bilingual (Romanian–Russian) notification form to be completed by importers. It requires information on the exporter and importer (including identification number, legal address and contact details), the state border crossing point and customs post, the place of storage of the products, and the sanitary-veterinary and phytosanitary control post at the border. It lists the documents required for import, such as the international consignment note (CMR), safety data sheet or storage/transport/use recommendations, label, detonation resistance test for certain ammonium nitrate fertilizers, and EU declaration of conformity or equivalent quality certificate or test report. The model also includes a table for detailed product data (batch number, trade name, active substances and content for plant protection products, quantity, packaging, and registration number in the State Register), as well as fields for ANSA to record receipt, registration number, decision on import, date, responsible officer and reasons in case of refusal. The Director General reserves personal control over the execution of the Order.
