Abstract
This Order of the Director General of the National Food Safety Agency (ANSA) approves detailed animal health, certification and prior notification requirements governing the movement within the country of products of animal origin obtained from terrestrial animals. The text sets out the scope and object of the national rules, with respect to movements of consignments of products of animal origin from terrestrial animals. It regulates: (i) the obligations of operators when moving consignments produced or processed in establishments, food business enterprises or areas subject to emergency measures or movement restrictions; (ii) the information requirements for the animal health certificate; (iii) the information requirements for prior notification of movements on the national territory; and (iv) emergency procedures for prior notification in case of power cuts or other disruptions of the TRACES system. The Order also assigns responsibility for enforcement to the Deputy Director General of ANSA. Substantively, the Order provides that operators may move consignments from areas under emergency or movement restrictions only if such movements are authorized by official veterinarians of the relevant territorial subdivision of ANSA and if the consignments comply with the conditions attached to that authorization. The animal health certificate must contain a set of detailed data listed in an annex, including identification of consignor, consignee, dispatch and destination establishments, description and category of products (e.g. fresh meat, meat products, casings, raw milk, colostrum and colostrum based products, dairy products, eggs, egg products, composite products), animal species of origin, area of origin of raw material, treatments applied, markings, production or processing place and date, quantity, and certificate issuance details (date, place, official veterinarian’s name, capacity, signature and stamp). The certificate must also indicate the listed or emerging disease causing movement restrictions and details on compliance with the authorization conditions. For prior notification, operators must supply ANSA with the information specified in the annex for each consignment. In case of TRACES unavailability due to power outages or other disruptions, the territorial subdivision must follow the emergency procedures established for TRACES and national systems under the Information Management System for Official Controls (IMSOC).
