Abstract
This Law regulates veterinary sanitary activity and establishes the legal framework governing animal health, veterinary sanitary supervision, veterinary services and public veterinary health. It defines the powers of the competent authorities and veterinary professionals and regulates the rights and obligations of natural and legal persons engaged in activities involving animals, products and by-products of animal origin, feed and other goods subject to veterinary sanitary control.
The Law provides for the organization and operation of the veterinary sanitary system and establishes measures relating to the prevention, surveillance, control and eradication of animal diseases, the identification and registration of animals, veterinary sanitary certification, official controls and laboratory activities. It regulates the authorization, registration and supervision of establishments and activities subject to veterinary sanitary requirements and sets out the legal framework governing veterinary medicinal products and feed.
It regulates veterinary sanitary requirements applicable to the production, processing, storage, transport, placing on the market, import, export and transit of animals, germinal products, products and by-products of animal origin and feed. It establishes requirements relating to food safety, traceability, animal welfare, border veterinary controls, monitoring programs and information systems used in the implementation of veterinary sanitary measures.
The Law also contains provisions concerning the financing of veterinary sanitary activities, the exercise of veterinary practice, liability for infringements of veterinary sanitary legislation and other measures necessary for the implementation and enforcement of veterinary sanitary requirements.
