Abstract
This Law regulates the manner and rules for preventing the introduction and spread of alien and invasive alien species of plants, animals and fungi, as regards the territory of Montenegro, in order to mitigate and minimize the adverse effects that can occur to biodiversity, ecosystem and human health in general. This Law further provides for rules for monitoring, inspection, reporting and sets the necessary penalty measures (offences and penalties listed in article 32).
Alien species of plants, animals and fungi or other possible allochthonous species (are here defined as any living specimen of a such species, subspecies or lower taxonomic group of animals, plants, fungi or microorganisms that are introduced outside their natural range, including parts, gametes, seeds, eggs or propagules of these species, as well as their hybrids, varieties or breeds which are capable of survival and further uncontrolled reproduction.
Basic rules for dealing with alien species are listed in article 5; possible permission for introduction of alien species into nature is laid down in article 6; article 7 is related to possible permissions to breed foreign species in a closed system; rules for placing on the market of foreign species are prescribed in article 8; rules on possible use of invasive alien species for the purpose of the public interest protection, in case of no other option, are object of article 12.
