Abstract
This Law regulates the types and categories of cultural property, the methods of establishing of the necessary protection measures and/or regime; this Law further defines the possible regime and suitable measures of protection, the rights and obligations of owners and holders of cultural property, and other issues of importance for the protection and conservation of cultural property on the territory of Montenegro.
The main objectives of this Law are: the preservation and promotion of cultural goods and their transmission to future generations in an authentic form; providing conditions for the survival of cultural property and for preserving their integrity; ensuring the sustainable use of cultural property, in accordance with their traditional or new appropriate uses, for human development and quality of life; spreading awareness of the values and importance of cultural property; preserving cultural diversity through the promotion of the status and values of all types of cultural property, nurturing creativity and understanding different cultures and cultural strata and promoting dialogue between cultures and religions; providing the conditions for cultural goods, according to their purpose, to serve the cultural, scientific and educational needs of individuals and society; prevention of actions and activities that may change the appearance, property, the specificity, meaning or significance of the cultural property; prevention of illegal traffic and movement of cultural property.
The text is divided into XI Chapters and 150 articles, including offences and penalties (see Chapter X).
