Abstract
This Decree, as for the purposes of the Macedonian Law on protection and rescue operations, regulates the implementation of measures for the protection and rescue from floods. Planning and preparing activities for the implementation of flood protection, rescue and remediation of the consequences caused by floods shall be performed by involved bodies of the state administration, the bodies of local self-government units, public enterprises, institutions, services and companies, within their competences. Flood protection and rescue includes regulation of watercourses, construction of protection facilities, maintenance and repair of damaged parts of protection facilities, monitoring and reconnaissance of watercourses and high dams-protective facilities and surroundings, marking the elevation of related flood waves, timely reporting and alarming of the population in endangered areas, implementation of necessary evacuation of the population and material goods from such endangered areas, security crossing and transport through water, rescuing of endangered people on water and under water, pumping of water from flooded buildings and evacuation of endangered subjects and victims, providing the population in the flooded areas with basic living conditions.
