Methodology for the content and manner of risk assessment and protection and rescue planning.

This Publication contains the Methodology that determines the content and the way of assessing the dangers and planning of the protection and rescue in case of natural disasters (including floods), epidemics, epizootics and other accidents. The Methodology is intended for all participants in the system for protection and rescue, the holders of planning and preparation of the plans for protection and rescue in the Republic of Macedonia, state administration bodies, local self-government units, companies, public enterprises, institutions and services.
The method of risk assessment in case of natural disasters, epidemics, epizootics, epiphytosis and other accidents is based on realistic assessments of the potential threat to the population, the environment and nature, the territory and facilities of infrastructure and other facilities, starting with the most difficult variant and possible predictions of such disasters, the possibilities for the application of protection measures, the available rescue forces population and material goods, as well as the removal of the consequences of natural disasters, epidemics, epizootics, epiphytosis and other disasters. The risk assessment contains and is performed in particular on the basis of the following elements: 1. general characteristics of the territory or area; 2. assessment of protection and rescue measures; 3. needs and opportunities for organizing and managing protection and rescue and organizing protection and rescue forces; 4. ability of subjects for protection and rescue in the units of local self-government, trade companies, public enterprises, institutions and services; 5. ability of the citizens.
