National Program for the Development of Agriculture and Rural Development for the period 2023–2027.

This Program defines the specific measures for financial support, direct payments, and rural development interventions to be executed over a five-year period and it details the following previsions:
The program sets a framework for agricultural management by focusing on land consolidation and the regulated leasing of state-owned land. To support generational renewal and economic stability, it provides higher co-financing rates for active farmers and young people under the age of 40. It also introduces area-based payments and establishes an “Intervention Fund” to stabilize the market. The program creates a legal basis for contract farming between primary producers and the processing industry. In addition to farming, it supports rural diversification, especially tourism activities such as accommodation and traditional food services. It also includes specific grants for women in rural areas to improve their economic participation and support entrepreneurship.
The modernization of knowledge and infrastructure is an important part of the strategy. Innovation is supported through the Agricultural Knowledge and Innovation System (AKIS), which promotes vocational training and the digitalization of agricultural registries. The National Extension Agency provides technical advice and reports on market prices. In the area of natural resources, the program requires the expansion of national hydro-systems and the installation of efficient pressurized irrigation systems. It also introduces environmental measures, including the National Soil Information System (SIS) to monitor soil quality and the application of Good Agricultural and Environmental Conditions (GAEC) to control chemical runoff, fertilization, and groundwater protection.
Environmental protection and food safety are linked to financial support through conditionality requirements. These requirements encourage organic production, the use of renewable energy, and the protection of biodiversity. In the livestock sector, the program aligns production with EU animal welfare standards. It provides direct payments, quality-based premiums for milk and meat, and grants for the modernization of barns and veterinary control systems. Consumer safety is strengthened by upgrading processing facilities to meet HACCP standards and by increasing laboratory capacity for residue testing. The program also supports short supply chains, school fruit and milk distribution schemes, and the certification of organic and traditional food products.
