Abstract
These Regulations, made under section 74 of the Fisheries and Marine Resources Act no. 27 of 2007, provide for amendment of Fisheries and Marine Resources (Export of Fish and Fish Products) Regulations 2009. The amendments concern the replacement of the definition of registered person and the introduction of the following terms and definitions: audit of the activities of a business fish operator; certifying officer, as a veterinary officer designated by the competent authority; clean seawater, as natural, artificial or purified seawater without harmful microorganisms, substances or toxic plankton in quantities capable of directly or indirectly affecting the health quality of fish or fish products; microbiological, chemical and physical contaminants; fish business operator; fish products, as any product derived from fish intended for human consumption or for animal feeding; hazard, as a biological, chemical or physical agent, with the potential to cause an adverse health effect; inspection; potable water; primary production; traceability; zoonotic agents and zoonosis.
The Regulations define: criteria for registration as fish business operator; general requirements for primary production, including: protection against contamination arising from air, soil, water, feed, veterinary medicinal products, and the storage, handling and disposal of waste; measures relating to fish health and welfare, with implications for human health; programmes for the monitoring and control of zoonoses and zoonotic agents and for preventing the introduction and spread of contagious diseases transmissible to humans through fish; measures for regulating use of feed additives and veterinary medicinal products approved by the authorities; general requirements for fish and fish products handling and processing premises, including: good hygienic practices and protection against contact with toxic materials; natural or mechanical ventilation; measures for storage and use of cleaning agents and disinfectants; specific requirements for boats or fishing vessels, including detailed measure on hygienic storage and freezing of fish products; requirements during and after landing; transport and storage of fish products. Further requirements concern: measures on the supply of water for processing of fish and fish products and for the cleaning of fish handling; measures on potable, non-potable, recycled water and production of ice; measures regulating treatment and conservation of various types of fish products; measures applicable to the wrapping and packaging of fish and fish products; measures for fish products in hermetically sealed containers and for fresh fish products; measures for training of fish business operators; measures concerning protection from parasites and toxins; procedures on food safety based on the respect of principles of HACCP.
