Abstract
These Regulations, made under articles 7 and 8 of Act No. 4/93 (Environmental Protection and Conservation Act), aim at ensuring that economic and social development activities are carried out in a friendly and sustainable way, and at preventing environmental pollution from such activities, the destruction of the environment, and the waste of natural resources, in accordance with the principles of environmental protection. Therefore, the purpose of these Regulations is the protection of the environment through: the implementation of a National Policy on waste management; the reduction of direct, indirect and potential adverse impacts of waste on the environment and human health; the development of an integrated waste management framework; the formulation of waste management standards; the implementation of polluter pays principle; the improvement of waste reduction, reuse, recycle system. The Regulations define the following standards: transportation of waste by road and the sea; waste collection, treatment and storage; hazardous waste management.
The Regulations concern the following matters: preparation and development of the waste management Plan; prohibition of dumping of waste in defined areas, including rural forests and national parks; establishment of a facility for the collection and management of waste generated by marine vessels; disposal of waste in the ports; authorisations and permits concerning waste management; waste recycling and recovery measures; fees for waste management permits; export of hazardous waste; definition of relevant terms.
