Abstract
The present Act provides for the setting up of the Malaysian Agricultural Research and Development Institute with a view to prompting the agricultural production as well as the production of livestock and freshwater fisheries. The Act is divided into the following Parts: (I) Preliminary; (II) The Institute; (III) The Board; (IV) The Scientific Council; (V) The Fund and Accounts; (VI) Supplemental. Further, a schedule relating to the functioning of the Board is attached.
The above-mentioned Institute shall mainly exercise the following functions: (1) conduction of scientific, technical, economic and sociological research in Malaysia with respect to the production, utilisation and processing of all crops (with the exception of rubber, oil palm and cocoa), livestock and freshwater fisheries; (2) collection and dissemination of information on matters connected with the agricultural industry; (3) providing with specialist extension service in the agricultural industry; (4) professional training. The Institute shall be managed and administered by the Governing Board, which is established by section 5.Moreover, a Scientific Council, which shall exercise advisory functions, is set up by section 8 for the purpose of ensuring the maximum quality and effectiveness of the technical programmes of the Institute. The activities and programmes referred to in this Act shall be financed through the Malaysian Agricultural Research and Development Fund, in conformity with section 14.
