Decree No. 49/2020 creating the Public Institute of Cotton and Oilseeds of Mozambique (IAOM, IP).

This Decree creates the Public Institute of Cotton and Oilseeds of Mozambique (IAOM, IP). It consists of 27 articles establishing composition, duties and competencies of the above mentioned Institution, entitled to perform the following activities: a) supervise the promotion, production, commercialization and industrialization of cotton and oilseeds, their products and other crops for textile purposes; b) implement research and transfer of technology for the production, trade, and processing of the above mentioned crops for textile purposes; c) analyse and decide on the pertinence of introducing cotton seeds, oilseeds and other crops for textile purposes into the country; d) promote awareness programmes for the population on preventive measures, early warning, pest and disease control; e) classify and assign technological quality to cotton and oilseeds, for import/export; f) ensure technical standards for production, soil conservation and environmental protection fo cultivation of cotton and oilseeds, their products and by-products as well as other crops for textile purposes; h) elaborate the regulation and proposals for government policies of the cotton and oilseed value chain and/or possible interventions; i) propose the incentive package to the subsector; j) assist and integrate farmers and companies in the development of the production chain; m) classify cotton, oilseeds and other crops for textile purposes for sale within the country, issuing the respective certificates of quality and national origin; o) sensitize communities and other stakeholders to production and consumption of oilseeds, their products and by-products, etc.
