Abstract
This Decree, consisting of 23 articles and one Annex, creates the National Fund for Sustainable Development (FNDS). It establishes composition, duties and responsibilities of the above mentioned Fund, which objective is to promote and finance programmes and projects that ensure sustainable, harmonious and inclusive development, in order to meet present needs, without compromising the ability of future generations to meet their own needs. FNDS competencies are: mobilize, generate and manage financial resources by implementing them in actions conducive to sustainable development; promote and support strategies, programmes and projects that contribute to rural development in an integrated, harmonious and sustainable manner; promote scientific research programmes and actions in the field of sustainable development in rural areas; financing environmental management programmes, adaptation and mitigation of climate change, sustainable forest management, biodiversity conservation, land management and land use planning; fund technology transfer programmes and/or projects that contribute to sustainable development in rural areas, etc.
