Abstract
This Greenland Self-Government Regulation regulates the control of offshore commercial fishing by large fishing and transport vessels operating in Greenlandic waters, as well as Greenlandic vessels fishing abroad. It establishes mandatory advance notifications for entering and exiting Greenland’s fisheries territory, including detailed “arrival,” “activity,” “weekly,” and “departure” reports specifying vessel position, fishing plans, catch amounts (including shrimp by count groups), and intended port or transshipment positions. Active vessels must also send daily position reports and maintain detailed logbooks recording the time, exact coordinates, gear used, catch by species, and quota usage. Transshipment activities, whether in port or at sea, are subject to strict pre-notification and documentation requirements. The order also requires daily stowage planning for traceability and permits authorities to delay unloading until inspection can take place.
The regulation further grants broad inspection and enforcement powers to Greenland Fisheries Control, the Arctic Command, and police officers, who may board vessels without prior court approval and demand full access to ship documents, equipment, and storage areas. Fishing operations are subject to confiscation and fines for reporting violations, refusal to cooperate, or illegal fishing, with entire catches and gear liable to seizure. The order explicitly requires cooperation with international control regimes, such as NAFO, and formalizes Greenland’s logbook and quota monitoring system.
