Abstract
This Greenland Self-Government Regulation sets the regulatory framework for Greenland’s control of commercial fishing activities carried out by both Greenlandic and foreign vessels. It defines the full scope of “fishing activity” broadly to include not only the act of catching fish but also related operations such as transshipment, processing, bunkering, transport, and landing. The order imposes strict reporting obligations — including advance notifications of entry, departure, landing, and transshipment — as well as daily catch reporting even in cases of zero catch. Vessels of 17 meters and above must use an electronic reporting system (ERS); smaller vessels may opt out but must instead maintain detailed paper logbooks that comply with inspection rules. The order also governs traceability through production logbooks, stowage rules, and mandatory labelling of frozen catch.
The regulation further introduces stringent port state control rules for foreign vessels entering Greenlandic ports with unlanded catch, requiring advance notification, flag-state confirmation, and explicit authorization before landing or transshipment may occur. It grants Arctic Command and Greenland’s Fisheries Control broad powers to board and inspect vessels without a court order and to demand documentation. Enforcement mechanisms include fines, prohibitions, and confiscation of illegal catch or fishing gear.
