Regulation No. 2 on coastal fishing for halibut.

This Regulation of the Government of Greenland establishes rules for inshore fishing of Greenland halibut with vessels under 75 BRT/120 BT within three nautical miles of the baseline. It divides the fishing areas into Upernavik, Uummannaq, Disko Bay, and “Other Greenland,” and sets vessel size limits, licensing requirements, and annual quotas based on biological advice. Licenses differ for vessels above or below six meters and can, in some cases, be used with dog sleds. Quotas for larger vessels are allocated according to past fishing activity, with weighted averages from 2009–2011, and appeals are allowed under strict conditions. Fishing gear is regulated—gillnets and trawls are banned unless locally permitted, and gear must be marked, spaced, and retrieved if lost. Exemptions exist for certain remote communities, and violations can lead to fines or confiscation.
