Abstract
These Regulations, made under section 34 of the National Environmental Standards and Regulations Enforcement Agency (Establishment) Act, 2007, provide for quality control of and quality standards and requirements of surface waters and groundwater in Nigeria. They also provide with respect to enforcement, define offences and prescribe penalties for such offences. The Regulations concern the protection of water resources for purposes of various uses including clean water supply, agriculture, aquaculture and aquatic ecosystems. Discharge permits shall be applied for with the National Environmental Standards and Regulations Enforcement Agency (NESREA) in accordance with the National Environmental (Permitting and Licensing System) Regulations, 2009. The Regulations define obligations of permit holders. The Regulations also concern injection of pollutants into wells and provide for the control of the abstraction of groundwater and the construction and operation of wells.
