Abstract
The 66 articles of this Act are divided into 6 Chapters: General provisions (I); Supervision of water supply enterprises for purposes of public health (II); Reorganization of public water supply (III); Preparation and carrying out of water supply works (IV); Enforcement and penal provisions (V); Final provisions (VI).
Article 2 provides for the establishment of a Water Supply Commission which has an advisory function. Articles 4 to 15 lay down various requirements for the supply of water by private water suppliers and provide for inspections by the Inspector of Public Health. Articles of Chapter III provide for the preparation of provincial water supply reorganization plans.
Chapter III is divided into 4 subdivisions: Procedures of plan (I); Contents of the Plan (II); Legal consequences of the Plan (III); Exceptions (IV). Article 21 provides for the transfer of water distribution areas from public to private entities in accordance with the Plan. The Minister shall prepare a policy plan and, on proposal of a representing organization of owners of water supply facilities a medium-term plan, to be revised every three years. Owners shall construct, expand or use waterworks in accordance with the plan.
