Abstract
This Decree contains rules relative to the quality of works in the field of soil management and conservation and the professional integrity of the persons that carry out such works. The aim of the Decree is to streamline and improve previous legislation, to strengthen the decision-making capacity of local authorities in the field of soil management and conservation and to secure legality and improve the quality of professionals in this field. Persons and (semi-public) legal entities that wish to carry out or to control soil management and conservation activities shall be approved by the Ministers of the environment and traffic and water management. Approval requires a certificate of accreditation with an approved accreditation institute. The Decree also prescribes the requirement of a soil inspection report prior to building activities.
