Abstract
This Act makes provision for measures concerning protection of the soil. Some provisions concern infiltration of water and the protection of groundwater. Chapter I contains definitions. Under Chapter II a Technical Commission for Soil Protection is established. The Commission consists of soil protection specialists and shall advise the Minister on soil protection issues. Chapter III contains general regulations for the protection of the soil. The regulation of various matters is delegated to the Minister of Environment Protection. All persons who undertake actions, specified in articles 6 to 11, which may pollute or damage the soil, shall undertake all measures which may be reasonably expected from them to prevent or limit pollution or damage of the soil (sect. 13). Chapter IV contains general provisions which apply in the case of pollution of the soil. Chapter V provides for certain exemptions from rules established under Chapter III. Chapter VI concerns surveys in the interest of soil protection. The remaining Chapters deal with financing, appeal within the administration, enforcement, and contain final and transitory provisions.
