Plant Health Act.

This Act provides for implementing Regulation (EU) 2016/2031 on protective measures against plant pests, and Regulation (EU) 2017/625 on official controls and other official activities carried out to ensure the application of food and feed law, animal health, animal welfare, plant health and plant protection products and to strengthen enforcement; therefore, the Act provides a framework for plant protection and protective measures against harmful organisms in plants. The Act defines the following relevant terms: phytosanitary measure; EU-regulated quarantine and non-quarantine pests; plant; plant products; plant passport; professional market participant; quarantine station; harmful organism. The Act concerns the following matters: designation of the Minister of Agriculture, Nature and Food Quality, as the competent authority to ensure compliance with the provisions of this Act, and to take all the needed phytosanitary measures; trade of plant and plant products, and related exemptions for special purposes; establishment of a quarantine station or a closed facility; registration and data provision; phytosanitary certificate, plant passport, packaging material; designation of laboratory and border control posts; prevention measures, including: plans for the management and control of risks of harmful organisms; financial provisions and payment of a fee for costs of official controls and inspections; supervision and enforcement.
