Abstract
This Regulation, implementing provisions of the Decree on the stimulation of sustainable energy production, and in compliance with the provisions of European Legislation, contains rules regarding guarantees of origin for energy from renewable energy sources and HR-CHP electricity. The Regulation defines the following relevant terms: waste incineration plant, intended for: the combustion by oxidation of waste materials, a thermal treatment of waste, and the combustion of products resulting from the thermal treatment of waste; certificate of origin for electricity; energy from renewable energy sources; final customer; guarantee of origin; gas hub; measurement protocol; pure biomass; biogas pure in nature; producer; use of water for energy production. The Regulation covers the following matters: investigation of production installation and duties of producers; measurement protocol and report to obtain guarantees of origin; production and transformation of biomass; electricity generated through the incineration of household and industrial waste in waste incineration plants; rates and costs associated with actions related to guarantees of origin.
