Abstract
This Decree applies to the establishment and operation of all types of fish breeding installations. These installations shall be operated having regard to technical, biological and above all environmental requirements.
The 21 sections are divided into 4 Chapters: Introductory provisions (I); Establishment (II); Operation (III); Medical treatment (IV).
Installations shall be established in accordance with designs and drawings which shall be attached to the application (sect. 4). A planning certificate shall be issued by the Director of Fisheries for each installation established after 1 October 1992. The operator of the installations shall operate the installations in accordance with directions of the Director of Fisheries (sect. 8) and keep books on his activities (sect. 9). Other provisions of Chapter III lay down rules for fish breeding activities. They, inter alia, formulate norms for the handling of waste require operators to mark equipment. Chapter IV contains regulates the use of animal medicines from an environment point of view. Section 10, amended by Decree No. 224 of 1996, in the sixth comma, formulates rules relative to the actual operation of fish breeding plants. The amendments provide that the calculation of the density of fish population in fish breeding waters, shall be carried out in accordance with rules laid down in the Fish Breeding Act of 1985. Density of fish shall not exceed 25 kilograms of fish per square meter. The Director of Fisheries may grant exemptions on this requirement for the breeding of other fish species than salmon and trout.
