Abstract
This Law provides rules relative to proper and environmentally sustainable use of territorial, inner waters and harbours of Norway and safe navigation in those waters with a view in particular to fishery activities and aquaculture. The law applies also to rivers and lakes, as far as they are navigable by vessels from the sea, or as far as the Ministry decides by Regulation. The Law applies to Svalbard and Jan Mayen to the extent the King decides. The King can make exceptions to the law and set such special rules as the local conditions dictate. Municipalities shall be the main authority for purposes of regulating navigation and staying in port of vessels within their area of jurisdiction. The Ministry shall be the competent authority in respect of authorisation of aquaculture facilities.
Some provisions of this Law concern matters that fall within the scope of the Aquaculture Act, 2005. A fee may be payable for aquaculture facilities. The Law provides for a general duty to have regard to the environment and environmental requirements.
