Abstract
The present Regulation sets comprehensive rules aimed at limiting the use of hazardous chemicals and products that pose risks to health and the environment. First enacted in 2004 and regularly updated, the regulation derives its authority from several national environmental and consumer protection laws, and incorporates relevant EU directives and regulations. Its primary objective is to reduce pollution, prevent harmful exposure, and ensure that products sold or used in Norway comply with strict safety and sustainability standards.
The regulation outlines specific prohibitions and restrictions on a wide range of substances, including heavy metals, flame retardants, and persistent organic pollutants. It sets requirements for labelling, documentation, and proper disposal of hazardous materials. Additionally, it mandates that producers, importers, and distributors take responsibility for ensuring their products meet environmental and health standards throughout their life cycle. Enforcement is carried out by relevant Norwegian authorities, with penalties applicable for non-compliance.
