Abstract
This Act provides for protection of consumers right to obtain quality goods and services, liability of producers and sellers, and formation of Consumer Protection Council and Consumer Court. Chapter 2 contains provisions relating to rights of consumers, regulation of goods and services and labelling of goods. Chapter 3 lays down the liability of producer, importer, seller and service provider. It also provides for return of goods by consumers. Chapter 4 prohibits unfair trade and business activities, causing adverse impact on demand, supply or price, selling sub-standard goods, and other acts mentioned therein.
Chapter 5 makes provisions in respect of determination of price of goods and services. This includes setting maximum price of essential food and other goods or services, keeping price lists, and preparing standards to determine price. Chapter 6 forms the Consumer Protection Council and lays down its powers and functions. Chapter 7 makes provisions relating to inquiry, inspection and monitoring and forms committees at various levels for the same. It also provides for appointment of inspectors. Chapter 8 contains the offences and punishment. Chapter 9 constitutes the Consumer Court to settle cases and Chapter 10 provides for compensation.
