Abstract
The purpose of this Act is to encourage a reduction in the amount of waste generated and a decrease in waste disposal in order to protect the environment.
The Act also encourages and, in certain circumstances, requires the development of product stewardship schemes through which the responsibility for managing the end of the life of a product and its environmental impacts is shared by those involved in the product’s life. The Act provides the means by which products will be classified as priority products, how compulsory product stewardship schemes will be developed and accredited and voluntary schemes accredited for some products.
The Act further puts a levy on all waste disposed of in landfills to generate funding to help local government, communities and businesses reduce the amount of waste.
In addition, the Act allows for regulations to be made making it mandatory for territorial authorities and others to report on waste to improve information on waste minimisation and clarifies the roles and responsibilities of territorial authorities with respect to waste minimisation.
Furthermore, the Act provides for: the establishment of a Waste Advisory Board to give independent advice to the Minister for the Environment on waste minimisation issues; offences and penalties; reporting and audits; etc.

Entry into force notes
This Act enters into force on the day after the date on which it receives the Royal assent, except for Part 3 (other than section 41) and section 62 which enter into force on 1 July 2009.
