Abstract
This Regulation is composed of 19 articles. Terms and definitions are given in article 1. Occupants of premises used for residential, commercial, industrial, agricultural or other purposes shall store or dispose of solid non-hazardous waste (art. 2). The Concerned Authority shall establish a suitable system for the collection, storage and transportation of all solid non-hazardous waste (art. 3). Occupants or users of residential sites shall deliver the entire waste produced from the use of this site to the system established for the collection of such waste (art. 4). The user of commercial, industrial, agricultural or any other sites, which produce solid non-hazardous waste except domestic waste, shall collect this waste and transport it in a safe manner to a site established by the Concerned Authority (art. 5). The Concerned Authority shall establish the number of waste containers in the collection system area (art. 6). According to the request of the applicant, the Ministry shall issue a licence for the establishment of solid non-hazardous waste treatment facilities and sanitary landfills (art. 7). The Concerned Authority shall inspect the sites to ensure the environmental protection (art. 8). The operators of solid non-hazardous waste treatment facilities and sanitary landfills shall keep such records of daily operation (art. 10). No solid non-hazardous waste shall be mixed with any category of hazardous waste at any time (art. 13). The Concerned Authority shall prepare an EIA for each sanitary landfill or dumping site as established by the Ministry (art. 14). The Concerned Authority shall prepare a master plan for the collection, storage, transportation, treatment of solid non-hazardous waste for 15 years (art. 15). Importation of solid non-hazardous waste shall be prohibited unless previously authorized by the Ministry (art. 18).
