Abstract
This Act, consisting of 161 sections divided into 17 Chapters and completed by 8 Schedules, establishes an elected local government system to devolve political, administrative and financial responsibility and authority to the elected representatives of the local government and promotes good governance, effective delivery of services and transparent decision making through institutionalized participation of the people at local level. The Councils established under this Act shall succeed the rights, assets and liabilities of the councils established under the Local Government Laws in the Province. The Government shall, by notification in the official Gazette, categorize a District into urban area and rural area and shall, by notification, declare (a) an urban area in a District, as a Metropolitan Corporation, District Municipal Corporation, Municipal Corporation, Municipal Committee, Town Committee and Union Committee; and (b) a rural area in a District, as a District Council and Union Council. The Act provides for election and functioning of these various local bodies (all called councils for purposes of this Act). The act allows transfer of functions from Councils to Government and vice versa. the Government may direct any Council, or any person or Authority responsible thereto to take within such period as may be specified, such action as may be necessary for carrying out the purposes of this Act. There shall be a Provincial Local Government Commission, which shall carry out inspections of Councils and resolve disputes between any Department of Government of Sindh and Council or between two Councils. Council may, and if required by Government shall, make bye-laws not inconsistent with the rules, for carrying out the purposes of this Act.
Schedules II, III and IV specify the functions that shall be carried out by specified local bodies. These concern various matters regarding the water sector, forests, food retail, and land and land development. Schedule II also specifies some rules about private water supplies and public watercourses. A Corporation, Municipal Committee or town Committee shall, within the limits of the funds at its disposal provide or cause to be provided, a supply of whole-some water sufficient for public and private purpose. All private sources of water supply within the Local Area concerned shall be subject to control, regulation and inspection by the Corporation, Municipal Committee or Town Committee. Schedule VI lists offences. A Corporation, Municipal Committee or Town Committee may, with the previous sanction of Government declare any public watercourse as a public fishery, and thereupon the right of fishing in such watercourse shall vest in the Council concerned, which may exercise such right in such manner as may be prescribed by bye-laws.

Notes
The Sindh Local Government Ordinance- 1979 revived through the Sindh (Repeal of the Sindh Peoples Local Government Act- 2012 and Revival of the Sindh Local Government Ordinance- 1979) Act-2013, is hereby repealed.
