Abstract
The Act is composed of the following Sections: General provisions (sect. 1); System of trading emission privileges (sect. 2); The National Register of Emission Privileges (sect. 3); National plan of emission privileges distribution (sect. 4); Granting and use of emission licences (sect. 5); Licences (sect. 6); Emission quantity monitoring and accounting for emission privileges (sect. 7); Pecuniary penalties (sect. 8); Changes in valid provisions (sect. 9); Transitional and final provisions (sect. 10). The Act establishes principles of functioning of the trading greenhouse gas emission privileges (and other substances) system. The aim of the system is to limit emissions in a more profitable and economically effective way. The system applies to installations privileged to emission and installations transitionally excluded from the system.
