Abstract
The Act establishes principles of functioning of the trading greenhouse gas emission privileges system. The aim of the system is to limit emissions in a more profitable and economically effective way. The system applies to greenhouse gas emissions from installations included in the system and to aircrafts. This Act is composed of the following Sections: General provisions (Sec. 1); Administration of the system (Sec. 2); Allocation of emission privileges (Sec. 3); Granting emission privileges to operators of aircrafts and operators of installations (Sec. 4); Auctions of emission privileges (Sec. 5); Permissions (Sec. 6); Detailed principles of issuing permissions to entities preparing installation which will produce electrical energy (Sec. 7); Monitoring and accounting of emission accounts (Sec. 8); Group of installations included in the system (Sec. 9); Utilization of emission reduction units (Sec. 10); Penalties (Sec. 11); Changes in valid provisions (Sec. 12); Transitional and final provisions (Sec. 13).
