Decree-Law No. 16/2016 creating the Fund for the Sea Management.

This Decree-Law, consisting of 18 articles, creates the Fund for the Sea Management. The purpose of this Fund is to develop the marine economy, scientific and technological research, marine protection and monitoring, and maritime safety, by creating or strengthening funding mechanisms for entities, activities or projects that comply with the following goals: Development of the marine economy; to support technological start-ups in the new economy of the sea; to support economic activities linked to the sea, in particular in the context of capacity building, access for small and medium-scale enterprises to finance, research, development and innovation; to dynamize instruments to strengthen or finance risk-sharing; actions for protecting and developing food security and school feeding; to support the promotion of renewable energies. In the framework of funding for scientific and technological research of the sea; new lines of scientific and technological research applied to public policy priorities for the sea; technological development for the marine economy and biotechnology; to transfer of knowledge in the area of ​​public policies and the economy of the sea; applied research, in partnership with industry; to update in the areas of research and technological development for the economy of the sea. In the context of financing the monitoring and protection of the marine environment; to ensure the good environmental status of the maritime public domain; to prevent and control pollution of the marine environment; to protect or recovery ecosystems and marine biodiversity; to respond to emergency situations to safeguard maritime national interests; for the social awareness about the importance of the sea.
