Abstract
This Directive lays down amendments and addenda to Directive 2003/87/EC, which establishes a scheme for greenhouse gas emission allowance trading within the European Community. The amendments provide for the reduction of greenhouse gas emissions to be increased so as to contribute to the levels of reductions that are considered scientifically necessary to avoid dangerous climate change. Furthermore, these provisions aim at assessing and implementing a stricter European Community reduction commitment exceeding 20 percent. The amendments also deal with greenhouse gas emissions permits, Community-wide quantity of allowances, montoring and reporting of emissions.
