Abstract
This Decree-Law amends the Regulation of harbour reception facilities for ship-generated waste and cargo residues originating from vessels using national harbours. Amendments deal with: a new classification of waste into more detailed categories, as reflected in Circular MEPC.1/Circ.644/Rev.1, which presents the standard format for prior notification of waste delivery in port reception facilities. In addition, amendments establish new value of the fees 10% to be reverted to the Marine Development (Blue Fund), created by Decree-Law No. 16/2016 of 9 March. The proceeds of the fines collected by the port authority are distributed as follows: a) 60% for the State; b) 30% for the port authority; c) 10% for the Fund for Marine Development. Amended Annex II specifies nem model form related to necessary information to be notified before the entry into the port.
