Abstract
Living environment shall be intended the area constituted as a group functional of territorially delimited lots and parcels of land on which buildings with houses predominate, with the average housing density as a measurement parameter. Health protection zone shall be intended the land around the objective where any use or activity that could lead to the pollution/contamination of environmental factors with repercussions on the health status of the resident population in the immediate vicinity of the objective. The location of buildings intended for housing must be done in residential areas, on safe and healthy land that ensures: (a) the protection of the population against the occurrence of natural phenomena such as landslides, floods, avalanches; (b) reducing the release or infiltration of toxic, flammable or explosive substances, arising as a result of environmental pollution; (c) centralized or individual drinking water supply system in accordance with the legal norms in force; (d) sewage system that ensures the takeover, collection , the evacuation and transport of wastewater, meteoric water, as well as the appropriate purification of wastewater before discharge; (e) selective collection system for household waste; (f) protection of public health against anthropogenic pollution with chemical compounds, radiation and/or biological contaminants. When determining the locations of residential buildings, the locations of the following technical and building facilities shall also be specified: platforms intended for the storage of selective storage containers of municipal waste, which will be arranged at a distance of at least 10 m from the windows of the houses. Commercial and providing services facilities, which by the nature of their activity may create health risks or discomfort for the population by producing noise, vibrations, dust, smoke, toxic or irritating gases, etc., shall be located only in separate buildings. Factors harmful to public health (noise, vibrations, radiation ionizing and non-ionizing), polluting substances and other hazardous substances in the air, water and soil of inhabited areas shall not exceed the maximum permissible limits set by the standards in force.
