Abstract
This Law regulates necessary requirements and measures for the management of the market of agricultural products, including rules regarding the trade with other countries, as well as other issues of importance for the regulation of the market of agricultural products.
This text is divided into seven main thematic Chapters and a total of 48 articles. Titles of Chapters are as follows: I. Basic provisions; II. Requirements and measures for market regulation; III. Trade with other countries; IV. Professional education and training; V. Supervision; VI. Penal provisions; VII. Transitional and final provisions.
The regulation of the agricultural products market includes products in the following sectors: 1) cereals; 2) sugar; 3) dry fodder plants; 4) seeds; 5) hops; 6) fruits and vegetables; 7) processed fruits and vegetables; 8) wine; 9) live plants and flowers; 10) tobacco; 11) beef and veal (also carcasses and slaughterhouse standards); 12) milk and dairy products; 13) pork; 14) sheep and goat meat; 15) eggs; 16) poultry meat; 17) bee products; 18) other sectors. The Government shall determine the specific list of all products in these sectors. Agricultural products are subject to mandatory control of compliance with market standards that shall be performed by the competent Ministry. Agricultural products for which market standards and other requirements for placing agricultural products are prescribed shall be placed on the market only if they comply with prescribed marketing standards and other requirements for placing agricultural products on the market and if they meet all conditions prescribed by legislation governing the food safety. Marketing year for each of these sectors is determined in article 4 (time period in which certain requirements and measures of market regulation are implemented). Serbian Agricultural Market Information System (article 5) is organized and developed for the collection, processing and use of data on retail and wholesale prices and quantities of certain agricultural products and prices of inputs from the domestic representative market, as well as reporting and exchange of data and information with competent institutions and services in agriculture in the Republic of Serbia and other countries and international organizations. Requirements related to the regulation of the market of agricultural products include: 1) requirements for placing agricultural products on the market; 2) special requirements in certain sectors; 3) requirements and rules relating to producer organizations, associations of producer organizations and interbranch organizations; 4) adjusting the offer in the wine sector; 5) contractual relations in accordance with this Law. Marketing standards shall be prescribed according to the type of agricultural products and their characteristics, based on the following criteria: 1) classifications, categorizations; 2) species, plant varieties, animal breeds, commercial type/commercial species; 3) appearance, consistency, product properties and percentage of water participation; 4) special ingredients used in production; 5) methods of cultivation and methods of production; 6) frequency of collection, delivery, storage, processing, manner and temperature of preservation; 7) storage and transportation; 8) places of production, origin, except for poultry meat; 9) restrictions related to the use of certain ingredients and procedures; 10) conditions of disposal, storage, trade and use of products; 11) additional labelling requirements.

Entry into force notes
This text entered into force eight days after its publication in the Official Gazette (published on 2 July 2021), except for the provisions of articles 7–14, articles 16-21, article 23, article 27, articles 29 and 30 and article 39, which will apply from 1 January 2022 and the provisions of articles 35 and 36 and article 38, which shall apply from the date of accession of the Republic of Serbia to the European Union.
