Abstract
This Regulation, as in accordance with the provisions of the Serbian Law on organic production, sets fundamental issues and detailed rules as regards the control and certification in organic production and methods of organic production.
This Regulation is divided into ten thematic Chapters as follows: I. Introductory provisions; II. Conditions to be fulfilled by the control organization for performing control and certification activities in organic production; III. Organic production methods; IV. Length of the conversion period; V. Manner of exercise and measures to be determined in the event of determined irregularities; VI. Content, form and manner of keeping records kept by an authorized control organization and content and form of collective records; VII. Technological processing in organic production, ingredients, additives and auxiliary substances used in processing of organic products, cleaning method and cleaning and cleaning products; VIII. Appearance of the label and national sign; IX. Method of storage and transport of organic products; X. Final provisions.
This text sets out specific provisions related to the organic plant and livestock production, length of conversion periods in plant and livestock production, manner for performing controls in organic production and measures in case of determined irregularities. Organic production may not use food, feed, processing aids, plant protection and nutrition substances, soil improvers, reproductive material, microorganisms or animals that are GMOs or products obtained from or using GMOs. Products that are not used as food or feed originating from conventional production, and which are used in organic production, should be accompanied by a statement from the seller confirming that the delivered products are not produced from or using GMOs. Ionizing radiation cannot be used in the processing of organic or animal feed, or raw materials used in the production of organic or animal feed. Organic production methods include organic plant production methods and organic livestock production methods. The application of these organic methods shall ensure: 1) maintenance and improvement of soil, higher content of organic matter, physical, chemical and microbiological activity of soil and its stability and biological diversity that prevents soil compaction and erosion, as well as plant nutrition through soil ecosystems; 2) minimal use of non-renewable resources and raw materials that do not come from the same agricultural property; 3) recycling of waste and by-products of plant and animal origin as raw materials in plant and livestock production; 4) taking into account local or regional agro-ecological conditions when making decisions on the type and method of production; 5) maintaining animal health by stimulating natural immunity, as well as by selecting appropriate species, breeds and breeding procedures; 6) maintaining plant health by applying preventive measures, such as selection of appropriate species and varieties resistant to pests and diseases, appropriate crop rotation, mechanical and physical plant protection procedures, as well as application of biological control measures of pathogens, pests and weeds, including protection of natural enemies of pests of cultivated species; 7) breeding animals that are adapted to the local conditions in which the production takes place in sufficient open areas used by animals; 8) respect for high level of animal welfare, while respecting specific needs of each species, ie reducing any suffering and mutilation of animals throughout their lives, including the time of slaughter, to a minimum; 9) production of products from organic livestock using animals that have spent their entire lives on farms engaged in organic production since birth, ie hatching; 10) selection of species and breeds, taking into account the ability of animals to adapt to local conditions, their vitality and resistance to disease or health problems; 11) feeding animals with animal feed consisting of agricultural ingredients of organic origin and natural non-agricultural substances; 12) application of animal husbandry procedures that improve immunity and strengthen the natural defense against diseases, which primarily includes regular physical activities and, if necessary, access to open areas and pastures; 13) exclusion of artificially obtained polyploid animals; 14) maintenance of biological diversity of natural aquatic ecosystems, long-term health of the aquatic environment and quality of surrounding aquatic and terrestrial ecosystems in fish farming production; 15) feeding of aquatic organisms with animal feed obtained by sustainable exploitation of fishing resources or organic animal feed consisting of agricultural ingredients obtained by organic farming and from natural non-agricultural substances.
